Tests if the given TypeInstance is the latest, or last one in the version branch. Traps all exceptions and returns false.

Examines the AttributeContainer for the AttributeTypeIdentifier whose logical identifier latestIteration context is true. Returns true if context is true, else false. Default return value is true for any exceptions/errors.
